Twin 40's on the 1.6 - Cost effective as you already have most of the parts.
I'd not go for a 1.6 turbo as they aren't a common conversion and therefor you have to used specalist parts (normally expensive).

Go for the 1.6 on 40's with a nice head a cam and you'll be laughing.

If you decide on the turbo I'd go for the normal 2.0 16v Turbo as lots of people have done it and finding help/parts shouldn't be as hard as the 1.6 Turbo. As Jules says its not commonplace and would be much harder to maintain/sort out if anything goes wrong. Obviously if exclusitivity is what you want you can't go worng with something like the 1.6 Turbo. Catch 22 really.

I'd either tune the 1.3, or build a nice spec 1.6 and fit that!

A tune'd 1.3/1.4 can be very rapid (proven recently by benji), and the best bit is beatin something much bigger, then telling them its only a lil 1.3 ::

personally ive had the 1.3, 1.4,1.6 all on 40's before i went down the turbo route and i wish i'd have done it sooner and saved myself so much money and hassle! Go with the 1.6 turbo you know it makes sense!
