Try adding parents or other more experienced drivers as second drivers. Forget modifications, and perhaps look at semi-new cars with tiddly engines. Also have a look at the postcode lists on here to give you a rough idea of how good your area is.
At the end of the day though I still reckon you'd be paying well over a grand, probably more like £2k for a first year cover. Insurance has become absolutely rediculous in the past few years - I made a thread a while ago where I tried to find the cheapest insurable car for a 17 year old, and couldn't get lower than £2k
