Removing Paint spilt on Bumpers

Whats the best way to do it? I've tried Thinners and a rough cloth but it doesn't seem to want to come off. Any ideas please?

Meths spirit worked for me.

Or me dad bought me 2 cans of this Graffiti Remover, its hardcore stuff.
As you spray it on the paint runs off :lol:
