if using tools go for one with highest hp - 2.5+
Bigger air tank means you can work longer before motor kicks in (and then tool will lose power).
SIP or Clarke do good ones = look to pay ?300+ for decent one
If spraying you need to look at trhe CFM reading on the gun and go for a plant that can sustain it - what you dont want is a compressor that runs out of air and has to fill up when youre sprayting coz it can affect performance of gun. Also if spraying lots get a moisture trap - this will stop water getting tinto pipes and onto panels (which wil happen)

i have a 5 hp with a 30 liters tank i do not have probs
i got a 2HP/50L.. fine for impact gun, nibbler, spray set, but air ratchet kills it ::
iv got a 2hp 25L. its does the job and is 'ok' for spraying, but i could do with one with a larger tank and a bit more power as it does spend alot of time keeping the pressure up. it no good for powering tools such as a sander though.
but it was free so i cant complain. free stuffs always good.
