Default Wobbly steering wheel, wheels balanced

Just wondering what else could cause this, the wheels were balanced recently and it still wobbled so I took it back and he checked them again, didn't trust him fully so went to a kwik fit and asked them to check it out, needed a new rear tyre as there was a rise in the tyre, sorted that, still wobbly steering. What else could it be?

I would try some different wheels if you can, to eliminate them, then discs track rod ends

Swap the front wheels with the back wheels. Check the bottom ball joints and also make sure there is nothing loose including the wheel nuts.

If the discs are not straight it shouldn't give you wheel wobble until you press the brakes.
as has been said I would change the backs to the fronts first, while you have the wheel off check everything for tightness.
