Only problem i can see is, the plasterboards & battons are not meant to touch the floor, you should leave about an inch gap to eliminate any possibilities of damp rising up into the boards.
Also leaves an ideal cavity behind the skirting to coneal surround cables pre finish fit of the skirt.

With regards to ceiling lights, if you cant fish for any cables ( concerete cast ceilings slabs for example) but want all the wiring hidden, you'll need to bat & board the ceiling tbh.
Basically batton it, over board it thus effectivly creating a void :)
