Sadly as far as the law goes, very little can be done.
Unless there is any evidence of fraud (in other words mis-representing the vehicle to avoid paying road tax etc.) or attempting to pervert the course of justice (avoiding speeding tickets, ANPR detection etc.) then the only obvious offence committed is 'Not fixing registration mark' under C22 of the Vehicle Excise and Registration Act 1994.
Usually the police would deal with this by issuing a £30 non-endorsible fixed penalty. If they chose to go to court then he would be liable on summary conviction to a fine not exceeding level 3 on the standard scale. Again, no penalty points, but a level 3 fine is means tested and is up-to £1000. The reality would be that for a first conviction a £50 fine would be more likely.
