rolling arches

previous owner had a go at rolling the arches on my nova and fcuked it up big. and now no garage will do work on the arches as they have been hacked at before.
whats the best way i can bend the lip up?
i tried doing a little bit at its just messed up big time, didnt bend up in one fold if you know what i mean, so i stopped untill i get some tips of anyone..
any help please.

I used a guy called arch enemy, he did a great job on my rear arches.
