dont lap it, or you will have to try and smooth the joint so that both parts are level. tack weld the repair panel butted upto the car every inch or so, once its all matched up and level, weld along the join and then clean the welds up.
you can use a joggler to put an offset into the repair pannel so it sits under the old pannel, which you then spot weld on and sort the seam :D (well thats a basic run down but you can now google more info)

Don't joggle the repair panel, if you want to joggle, do the rear quarter instead, as this way moisture won't get trapped in the joint as easily.

got pics from when i did it not sure if it will help
I would avoid doing rear arch sections and go for a whole rear 1/4. Its an extra £50 per side, but you use 1/8th the amount of filler. Unless your a pro its very very difficult to get the arch sections to look perfect. If you only want it to look better then an arch repair section is fine.
Beevers auto panels is the only place in the UK to get them now AFAIK.

your inner tubs were in good order, you are a lucky man, many arch repairs are made worse by idiots who grind off the flange to fit big shiny wheels, and then complain 2 weeks later when the rust has taken over and the arch is flapping about in the wind!
good job! now go and get busy on her beetle
