My car seems to idle at 400 rpms has anybody got any ideas why????

I have got a 1.4sr, I have recently replaced the back box and had the down pipe welded but I can hear that it is blowing but I cant believe that that would cause it to idle at 400rpms. The car works fine but it could be a prob.

What do you think :o
