I'm spraying up a pair of bumpers, one of them is now in primer, and doesn't need rubbing down. The instructions on the can of primer say to leave it 24 hours before sanding, do I have to let it cure for that long before I can apply the topcoats?

it depends on the paint used, the temp your spraying in etc etc etc.

The temperature outside right now isnt too warm, and its halfords grey primer, to be followed by halfords satin black paint, both in rattle cans.
get a heat gun on it and i'd say about 15-20 mins between coats if its only satin black just keep the coats light until its covered as you will never get a shine with satin black.
I left about an hour between coats when I painted my SR front, in the same way (halfraud's primer then about three lights coats of satin black) and had no problems with that.
I finished it off with two quick dust overs with lacquer as well though.
