The 20SEH doesnt have emmission limits to comply to, iirc it has a different ported head, ie round not square, could be wrong tho.

Compression is the same afaik, hence both engines having S (9.5-10) designation....

SEH head has round ports but tbh not sure what the other heads are like.

actually there is a 20se, i have one, they were in early carltons and 8v astra mk2 gte's. the seh has flat top pistons a remapped ecu and a different (some say irmischer) cam. the ne has a 8.9 to 1 cr so ripe for a turbo. the se is 9 to 1 the seh is 10 to 1 iirc. if your building a quick 8v use the seh bottom end with an astra mk1 gte 18se head and inlet. (bigger and shorter ports and bigger manifold and throttle body).
