Dont need go through to primer.
If the paints good, it just needs "keying", flatting down to a matt finish.
They will probably not even use primer for the cost they want, just blast the new paint over the old.

Dont be fooled thinking the prep is easy that, thats largly why full resprays cost so much. Windows out, whole car keyed, everything masked up, any rust must be sorted else it will just come straight through the new paint.

I sanded a shell back with 80 grit paper on an orbital sander didnt go all the way through in most places. Filled any dinks in with knifing paste, high build primer (the product of kings)
flatted that back and painted.

ye you dont need to take it to bear metal just need to key it up with scotch brite or p1000 sand paper on a d,a (dule action sander) but you will have to feather out scratches and stone chips with p320 paper then primer over them bits and you will be fine
