I have now developed a leak from the rusty thing that is fixed to the fuel pump mount. I'm guessing this is the original pressure regulator.

The previous owner fitted an FSE boost valve but this is fitted after the injection rail in the return pipe.

Now surely this is wrong as you'd want to regulate the pressure of the fuel before it enters the engine and not on the return?

Would I be able to remove the old regulator and re-plumb the FSE valve into the fuel line before the injection rail?

it aint a regulator.
Its the fuel "damper"

Hmm, try it without, probably be fine.

Is the FSE boost valve plumbed in correctly?

Yeah the regulator should be fitted on the return, also just bin your fuel damper not really needed, never ran one on mine on my last GSi / XE & LET never had any probs.

Thats right yeah, its always regulated on the return side on a injection system.
