how can i stop rust forming on a none painted piece of steel??

Primer it/paint it.

Covering it in grease/oil might work too, but will be a nightmare to paint when you come to painting it.

what sort of piece of metal are you refering to?
most new stock comes with a coating of storage oil on it.
If you store it in the dry, it will oxidise much slower.
Why not just paint it?

I had the same problem. as the whole front of the car is back to the metal. but i keep sprayin wd40 onto it and it has seem to stop it rusting now
