Problem with webber carb

I have bought a 13sr which has had a webber carb fitted which I believe is off a triumph spitfire. The car really shifts when you put your foot down but when its ticking over or moving slowly in traffic its really lumpy. Do they need setting up properly or can I do it myself or would it be easier to refit the 13sr carb.
