How do i do... on PhotoShop?

Ok i know this is an easy thing to do because people do it all the time ...

I want to know how people merge 2 images so you can see them both on top of eachother.

I looked on google but thought i would come here to get a quicker and easier explanation.

Not sure about photoshop but on PSP you can set the transparency of a layer or selection - I'd assume its the same on PS

Seriously buy a book, it its the easiest way. Martin Evening is a good author on the subject (was on my core list at uni).
Photoshop is such a massive program it is hard to explain things without knowing reference points.
