Wheel turns when in neutral

Just started my car up, in what I believe to be neutral, with one of the front wheels off the ground and it turns at 6mph (digidash reading)! I can then rev the engine and the wheel will move faster and dip the clutch to make the wheel stop. I can start the car with all four wheels sitting on the ground and it will idle without moving.

What's going on there then?
