If its a carbed model then there is no fuel pump relay as its a mechanical pump on the cam housing (drivers side end, rear side).

Now for the obvious questions:

Does it spark?
Is there fuel in it?

yes theres a spark and fuel in the tank but no fuel is coming up to the carb. i can suck it up myself but when i put the hose back on the carb and try and start it no petrol is coming up.

if its carb, put petrol in carb and it should start, and this will suck the petrol through. it happened mine, all my pipes were dry and i did this and it went grand afterwards

The relay is on the firewall.
But if the pump works for 2secs when you turn ignition on, and works when cranking the relay isn't at fault.

You sure its a SPI? A '91 model is rarely spi.
