sticking revs

my 92 gsi suffers from sticking revs. every time i stop the revs stick at between 2,500 and 3,000 revs. sometimes if i blip the accelerator they fall back to idle (800rpm) any suggestions. cheers

1).potetiametor (little odd shaped black thing on throttle body).
2).or maybe you need a new spring on the throttle cable.
3). idle valve
