what size is better for fast road and track day use
15" will give you a better choice of tyre. I swapped from 16" to 15" for this reason alone.
as dar said 16" rims offer very little in the way of "cheap" trck tyres.

15" typically has a smaller rolling radius so you may experience quicker acceleration at the expense of a couple mph at top end. Much like a higher final drive would give you.
I went from 15"s to 16"s years back & you could feel the extra height on 16"s. The centre of gravity felt ever so different in terms of handling. Not an issue but a change non the less.

Yes and if your planning on doing trackdays you can run Toyo R888's in 195/50R15

do people run a 45 tyre or are they to expensive
The R888 dosen't come in a 45 profile. People do run the 45 profile tyre (In other makes but these are road tyres rather than a trackday tyre). The 50 profile is almost the same rolling diameter as a 45 profile 16" wheel (IIRC).

if your planning on making your car for performance stick with 15's, but i think 16's fill the arches more and give you a little bit more ground clearance if you lower it, my car grounds out on speed bumps and its only lowered 40mm on 15's!
