i have some but got little suface rust on iam i correct it thinking that it is ok to sand it down with fine paper and if there are and small scratches they will go once car is running ( pads will smooth it over?)

surface rust forms in a matter of a few hours on brake discs. In most cases there will be surface rust in the morning if you used the car the day before. Its fine, as soon as you break once it will remove it all for you !!
