Fuel Filler Neck

Can anyone tell me what the other pipe does that connects to the neck of the fuel filler? Is it just a breather or does fuel go up/down it?? I'm hoping its just a breather and I can start the car with it not connected.

yea pretty sure its a breather mate

overflow/ breather mate , lets gasses out etc when your filling up

and lets air in when the fuel is going out of the tank
