fitting upper front panel

im making a start at fitting my front panel and i need to know the best way to attach the new one without using a spot welder. also should i chisel through the old spot welds to remove the panel or drill them out??

I drilled them out, then used the holes created to 'plug' weld the new one in with a mig.

does that involve drilling holes in the new panel in the same places?

No, plug welding is where you use the hole in one panel to start the weld on the other, and go around in a small circle to fill the hole with weld.
