Just use the normal satin black car paint. That looks like paint reaction to me, or spraying in a cold environment.
I've have black paint come out like that before when trying spray when it was about -1c outside,Lol.
Waited till it was warmer and it sprayed normal black then.
I've also used halfords black trim/vinyl paint on dashes/plastic trim and it matches the gsi dash black 100%.....
Normal car matt/satin black sticks to bumpers fine. Just make sure you degrease them first to get any "back to black" off.

i used an alfa bumper grey on my corsa arches/bumpers. Lovely stuff, its dark grey, and aint' matt or satin, just textured. It comes in 2k, but cost me 75 euros for half litre or it and hardner. I suspect it was expensive because the guy that mixed it was almost 45 minutes doing so, using about 18 different binders, tinters and so on. Have'nt got the colour code any more, but you'll find it in a colour chart. I'll try and see if i can get any pics of it up.

Not great photo's, but you can see the bumper colour. It a real good choice of colour for the orignal look, which is how i like my nova and corsa original
