Help with another membersposting problems?

Hey peeps not sure if this should be in this forum or not, but a mate o mine (username - westside) has been a member for a while now but has never been able to make posts in any forums or anything, and as he is just starting a WIP on a B-reg 1ltr he will be wanting to use the forums for info and advice, can anyone think of a reason why he might not be able to?
He is a true enthusiast and as such would love to be on here, so please help if you can anyone?

He says he has done this already, he can sign in and veiw the forums just he cant start threads or post replies, so i really dont know but i promised him id ask as i think its gettin annoying lol
