Ah this mod is classic.

Basically he's made the filter come out the side just incase someone see's him coming down the road and forces him into a river (or water filled ditch) that runs parrallel to the road. Therefore when his car slides into said water his air filter will sit proud of the surface thus enabling him to continue revving his car on the red line while he drowns.
