Address from number plate

Is there any way of obtaining someones address from their number plate? I have an aquaintance who thinks that by getting a car, he will be 'on the system' and I've tried explaining to him that:
a - he is already 'on the system' and
b - your address cannot be found by members of the public through your number plate

its confidential and there is no way to find out, unless you work for the DVLA. That would be like asking the Dr for someones med info...

well iv got a letter from the DVLA saying if you have "reasonable cause" you can fill in a v888 all you need is the reg and it costs ?2.50
