A diesel does not have a throttle valve - the passage of air (can I say this without the innuendo?) is unrestricted into the engine at all times. Power output is regulated by either injecting more or less fuel into the cylinder. The lack of a throttle valve means that when you change gear and release the accelerator, there is no sudden restriction for the turbo and (whilst it does slow down) it keeps spinning a lot better than a 'non-dump-valve' petrol turbo. The diesel turbo will give less lag and less stress on the turbo than a petrol turbo without a dump valve.
