I was taping my RCA cables to whatever I could under the dash and found this plug. Sorry about the pic, it was taken late with a 1.3 megapixel camera phone and a maglite! What does it do then? Is it for some bit of equipment my poverty spec car didn't come with?

I'll give that a go mate, what is the heat sink for? Everything except the fuel guage works on the dash!

that heat sink is likely to be a headlight dimmer switch - Im pretty sure there was legislation quite a few years back that ment cars headlights had to dim when the ignition was switched off, my 88 escort did it, and i think ive seen it mentioned in the nova haynes. Sort of a flat battery eliminator.
