panel at the top of the bulk head

any one know if the panel at the top of a nova bulk head is needed for strenth or wether i can cut it out .

can be cut out yes, but you'll either need to leave it there around the wiper motor, or make a new bracket up for it.

and recomended to weld along the two skins that are left at the top...

Cut it out, but leave the wiper motor part.
