It means its not taxed.
You either need to tax it or declare it SORN before DVLA send you a fine through.

Date of Liability is the date when the car should have been taxed.

If your keeping it off the road and not using it, put it on a SORN.
Just go the post office and get a Sorn form and fill it in.

Even if it was marked as scrapped, you can get a vehichle id check for ?36 and then get a free logbook.
