c20let engine

hi ppl
i have the chance of getting my grubby paws on a c20let engine but the seller cant get it to turn over, and he said that the wheels are locked solid, and he's dipped the cluch and tried to crank it over with a spanner and it still dose'nt move, what could be the problem? and would a compleat strip down and rebuild cure it.

thanx for the advice guys. just phoned the bloke again and it punched a rod through the block. what a bugger
