Hi need new alloys but looking to buy new at the end of this month/ next month, what 16'' alloys with tyres can i get for about 400 squid?

You could get something like Ripspeed wheels from Halfords, i think they are about that price.
Dont think you will beable to find many sets of 16s with tyres for about ?400.

Second hand, you could get a decent set of Speedlines.

team dynamic pro race 1's 1.2's or 2's light-weight and around that price i think....

Have a look on ebay, I think topgear (www.topgear.co.uk) are also quite cheap

TopGear seem well cheap.
A set of 15s with tyres and delivery is about ?300ish.
