Nope, definatly a kart mate. 250cc 2 stroke Gearbox kart by the looks and sounds of it. I've always wanted to do that with mine. Only about 70 mph top speed but 10-60 in 3 seconds :D

big go kart was noticed being driven around essex with big lights on the front the same as the video so it looks like we now have a go kart rage!! oh great vroom vroom lol
