cant get a pic up!

hi just wondering if any1 can help as im tryin to place a pic under my user name on the forum, n go to edit avatar but it wont let me choose a pic under there is this because i dont have enough post's or or am i in the wrong place thanks

think you need to be an uber premier member to have an avatar pic, not sure though ;)
