Am I correct in thinking that this is the correct pump to use in conjunction with the Nova SPi fuel tank? Don't you need to cut something off the top?

Yup.
It fits inside the SPI tank, IIRC its a close fit, but it should fit.

Like the SPi pump that is inside the tank, does it have a swirlpot attached to it?

The SPI tank has a swirl pot yes.

It fits in place of the SPI pump.
