Well, there's nothing in the MOT Tester's Manual that says specifically that Light-brows are not allowed....all it says is that the head-light aim is correct....don't dazzle on coming vehicles etc, and that the lights must be a matched pair (both same size shape, emit same light colour/intensity etc).......as long as the brows don't up-set the light pattern as to cause other peeps to be dazzled, or for the light to be directed wrongly in anyway, then they're fine.

Are eye-brows E-marked? If so, then they're been tested and found to be perfectly legal.
