GTE shorting

Got a small problem, I got a non starting GTE, you turn it to position 2 and the dash comes on, but theres clicking from the ECU (the box on the panel with the wiper motor, i've disconnected it and it doesn't click when its not connected, the starter wont turn over in any case, anyone got any ideas?

iam thinking a new starter relay.
