Hi

my mate has got some GTE bumpers which are red and his car is blue. Whats the best way of paintint them? Weve got the blue cellulose paint and plasticiser but shoudl he prime them first or will sanding the red paint be suffieceint?

and why he's at it, get him to smooth out the shitty swage lines...should look smooth and hunky dory then ;)

u cant paint straight on to paint!!!!
u have to prime first

If you were re-spraying with red paint, you could spray onto the old red paint (after lightly sanding preferably), but since you're changing the colour, you have to use the correct primer first, or your blue won't show as the right colour....red could still be visible through it.
