holes in bumper

i've moved my number plate from the middle of a novadose front bumber to the bottom & i'm left with the 2 holes which i've been assured that extra spotlights wouldn't fit into, filling them would probably end up looking shite too.....any ideas anyone?

arnt the holes there to fit the bumper onto the origanal carrier bar??????
