you notice it on braking but not when yuor driving normally

under heavy braking it would pull randomly, and also make the steering wheel shake.

Just going along, it's either tracking or wheel balancing. Usually if it's just at a certain speed it's tracking, In my expirience un-balanced wheels tend to be a more widespread wobble across the speed range

as well as above, worn suspension, bushes or a seizing brake calliper can also cause wheel shake.
