Why, are you suffering irratic idling??

I would imagine the complete lack of an air regulator between the induction cone and the throttle body has more to do with it than the ICV.

Suggest you put it back on first, and go from there.

Tbh i think it's unlikely on the c14se that the ICV would cause any problems. What exactly is the problem?
