Whats the best way to cure or fix rust at the bottom of the arches?
Depends how much you love your car or how long you plan on keeping it.
If your only keeping it for a year or so, and the rust isnt too bad, grind the rust back to fresh metal get some rust treatment on it and then use filler to cover up any blemishes.
But the only way to sort it properly, and the only way that will last is to replace the arches with new ones.
If its surface rust, sand it, prime it and spray it. No fancy job need if its not metallic, a spray can and some patience should sort it.
If its serious, cut and weld her up and do it now sooner rather than later mate.

iv hardly ever experianced surface rust due to the anti corrosion chemicals applied in the factory and how these are designed to work surface rust only usually happens after a stone chip or scratch.
most rust on novas isnt surface rust, it starts off with little bubbles or blisters that have usually worked their way through from behind.
most rust can be prevented before it starts by keeping drain holes clean and sealing seams and box sections properly as they couldnt be arsed doing this in the factory!
