thats a twin choke webber not twin 40s, if you want raw power and lots of noise you want something like these:

Although it will cost quite a bit more than a twin choke carb

webber 45's might be a bit 2 big for a standard 1.3 as they will put more fule in than it can burn if your not doing any other mods to the engine id go for 40's.......

id personaly get ya eninge gas flowed skined an ported get as much as you can done to it then fit 45's you will realy notice the differance! You may want think bout going down the 1.6 route rather than spending the money on the 1.3 mods

Twin 45 are too big for a 1.3 full stop. With carbs you need the SMALLEST choke (venturi) that'll work without impeding top-end power (imagine trying to suck a drink through a scaffolding pole, compared to sucking it through a small straw). A set of twin 40's with 28mm-30mm chokes is right for a 1.3.

To get anything worthwhile you need to get a cam and have the head gas flowed., then get it set up on a Dyno.

Like Crash said consider doing the same thing on a bigger engine in the first place - it'll save alot of money and disapointment. Been there, done that!

no, not really it's rather simple

purchase some Twin 40's preferably ones that have been run on a 1.3 (so they should be close to being set-up already, choke size e.t.c)

Get a manifold to suit

Whilst your at it, invest some moeny towards a cam and some headwork. Then i guess in your case you'd have to run it down to a garage and get it all put on, then it'l need an RR setup to get it runing spot on. a local garage should beable to set them up to enable you to run it to an RR if they have half a degree of mechanical expirience

Use the 1.3 head. The compression ratio is a bit low and if you use a 1.6 head it'll make it worse.
Use any cam you want! I had a reprofiled 270 degree cam from Autosprint because it worked well and was inexpensive. Most people here seem to go for 285 cams from Pipercross or Kent. With twin 40s I think may as well get lairy 300 cams - they all cost the same.
