blocking off linkage hole in bulkhead

having a bit of trouble when trying to do this as i need to block the hole off to fit the webber twin cables.
whats the best way to block off this hole?
welding seems a bit tricky in that area and im having trouble drilling through the bulkhead to fix a peice of metal over the hole.

Do you meen the hole where the wiring loom?
You can find a rubber plug on 1.0L corsas

sorry what i meant was the hole that the throttle linkage goes through. it says to block it off and then drill to holes for the twin linkage cables.
and corsasport is crap witht this sort of stuff plus its all connected to a nova gte engine. :o
