is it easier to replace the entire quarter panel or to just use an arch repair section?

Just do the arch repair section mate! A lot easier and if you blend it/smooth it in well it'll look good as new. Obviously the only reason i would do a full rear quater is if the rust/damage spread further than just the arch.
