Anyone know if the REC 304 valve (35mm) fits onto the std insert of a 1300 head, (before I scrap one trying).

I can't say for sure, but give Bill Blydenstein a call, he'll know off the top of his head and would be more than happy to share the information.

1.3 head has 31mm inlet. and 27mm exhaust i think.

Bill's put 36mm inlets on mine and 31mm exhaust.

I have seen 39mm inlet and 33mm exhaust fitted to a 1.2 using standard valve seat inserts.

Depends on what engine you start with.

Probably.

The best bet for head work from Bill is not to just ask for a specific pack, but to discuss what you want and what your budget is. He only uses the a, b, b+ thing to make it easier for people to see some different levels of tune. If you know what you are talking about he'll tailor make your head.
