delta 1 front bumper fittment

ive got a delta 1 front bumper for my GTE, but having problems getting a good fit, anyone have any ideas on the best way to fix it on as it only came with 2 long threads which dont seem very stable. Also anyone know how much a bodyshop would charge to fit it properly. cheers guys

personally the only place id fit that bumper to is a skip
