Cam Timing

Any Ideas how to check if the cam is timed in right, the car just doesn't make any power up the revs, It is a 16sv engine with a squareport head, fitted with a 32/34 Weber. It will rev but just doesn't go anywhere. Is it possible that the timing belt is one tooth out?

sound's like it's a tooth out, i had this problem not long ago. it should only take 15/20 min's to sort out, only need to slip the belt off then back on again
